Due to increased havoc within the institutions of higher learning, the CS, Amina Mohammed on behalf of the Ministry of Education has launched a committee to address the following issues:

1.Security situation;  the committee has the responsibility to review the general security situation in public universities and advise on implications on teaching and learning.  it is quite noting that the management of universities is ineffective. This is because of alleged diversion of resources meant for statutory payments into other purposes in universities.

2. Strikes of lecturers; the team will also be required to amicably deal with the recurring lecturers’ strikes and find a lasting solution. Lecturers have been on strike for the past 50 days, paralyzing education in all public universities.The task force will give priority to the 2017-2021 CBA counter offer for the lecturers.

3. The scarcity of PHD lecturers; To deal with the inadequacy of PhD lecturers, the task force, has advised the government to put in place a policy that 70 percent of PhD scholarships that Kenya receives will only go to applicants who will teach in public universities. This is because the quality of graduate programmes relied on to equip staff to teach in universities is of low standards.The cabinet secretary hinted that time has come to make resolute and necessary decisions to restore quality learning in our universities.
