Bomet Governor Issac Ruto has asked the Jubilee government to actualise the devolved system of government as stated in the new constitution.

Governor Ruto said that Council of Governors will support the call to have a referendum to amend some sections of the constitution of Kenya.

"We are going to safeguard the gains we have received from the devolved system of government. We will protect devolution and we are going to ask the national government, to actualise devolution the way it is stated in the constitution," said Governor Ruto.

Ruto said that their Pesa Mashinani campaign is still being supported by governors adding that they want 45 percent of the resources devolved.

He added, "If you give that 45 percent, rest assured we will deal with other issues. Right poverty, unemployment is still an issue that needs to be addressed."

Former Chairman of Council of Governor was speaking at Otieno Yoo High in Kisumu on Saturday when he said that the national government has not yet released funds allocated for the building of roads at the counties.

“Residents of various counties complain of poor state of roads in their respective counties. Road works is still with the national government from Class A, B, C, D and E. The constitution is very clear that they are only two types of roads national and county roads," said Governor Ruto.

Ruto added that he is against the move by a section of senators who intend to revert medical services to the national government’ authority.

"Why do they want to revert medicals services, yet with over 50 years of independence, some counties have gained in terms of medical facilities and services as result of devolution," said Governor Ruto.
