Ruto who spoke in Gatanga  on Friday said Uhuru’s hands are tied by the Constitution and so cannot dissolve the electoral commission.

The DP insisted that Jubilee is ready for dialogue but it should be done according to the law, adding that leaders should respect the institutions created in the Constitution in solving issues of IEBC.

He said Parliament, where all Kenyans are represented, was the best place to hold the talks.

“We have institutions provided for in the Constitution. Let us have consultation, dialogue and discussion based on the framework of the law,” he said.

Once the Government and the Opposition have deliberated on the issue and reached a consensus, said Ruto, Parliament will have the opportunity to pass into law before presenting it to the President to assent into law.

“What has become clear is that Jubilee believes in institutions established under the Constitution. Parliament is an institution recognised by all Kenyans,” Ruto added.

Cord has been pushing for dialogue over the IEBC and foreign envoys as well as religious leaders now want the coalitions to engage in dialogue to address the stalemate.

The coalition has suspended its weekly demos until June 5, to allow room for dialogue.
