The government will not relent on its responsibility to create the right legal and regulatory environment to ensure it stems the negative impact of road crashes.

This is according to Nduva Muli, Principal Secretary, State Department of Transport and infrastructure who asserted that the government was going to be firmer on Saccos and companies that were not organising and managing their businesses in responsible manner, hence compromising road safety.

"We will get errant Saccos off our roads, those that will not self regulate, have their days numbered," said Muli.

Muli warned Saccos and companies, which did not have night operating licenses not to be tempted to operate at night over the festive season, as the consequences would be dire.

He said the motorcycle regulations were currently with the office of the Attorney General, stating the regulations would require that anyone registering a motorcycle to have proof that the new owner would be supplied with two helmets and two reflector jackets.

The PS disclosed that there were new driving school regulations also with the Attorney General that required driving schools to meet certain minimum standards and deliver a specific curriculum.

"It will be driving schools and not individuals who will apply for driving tests, testing owners of the schools on quality of the students they are presenting for testing," said Muli.

He said the government also had a regulation on Cash-lite system on PSVs, which was expected to improve service quality and instill discipline in the PSV sector, stating the government would not relent on its implementation.

"We therefore urge the Saccos and companies to implement the system without the need for the government to force compliance," said Muli.

Muli said NTSA was currently working on regulations for heavy commercial vehicle operators that would also require self-regulation.

The permanent secretary, who made the remarks during the launch of this year's Bamburi Cement Road Safety Awareness Campaign in Athi River on Monday, said the government was also strengthening capacities of NTSA to enforce the laws together with the National Police Service.
