Senate Labour and Social welfare Committee chairman and Vice Chair of the Committee on National Security, Defence and Foreign Relations Johnson Sakaja said the move aims at encouraging skills transfers and promoting national unity.
Currently, there is no law that allows counties to hire workers already working outside their areas of jurisdiction and the current Constitution encourages respective counties to hire residents.
Sakaja said it’s high time Kenyans accept the fact the country is divided and leaders should champion national unity.
His came about a month after Kiambu MCAs passed a motion compelling public, private institutions and companies operating in the region to ensure 70 per cent of their workforce is sourced from among locals.
The MCAs said the institutions, among them public universities, which fail to adhere to the directive will have their licences revoked.
The motion, which was moved by Majority Leader Anthony Ikonya, was unanimously passed by all 92 MCAs.
