A nominated Member of Kisumu County Assembly now wants 'disco matangas' declared illegal within the county.

Farida Salim, in her motion aimed at streamlining child protection laws proposed that the night disco vigils be banned as they have provided the best avenues for sexual violence against children.

According to Ms Salim, the motion which has since been referred to three Committees (Health, Gender and Planning) may become operational in the next one month.

Ms Salim on Tuesday tabled the motion at the assembly and received overwhelming support from members, in a move aimed at tackling the rising cases of sexual violence against children.

"Our children are not safe. Be warned. Defilement, sodomy, incest, are on the increase. Many cases are not reported. The ones that are reported encounter obstacles that hamper access to justice. Courts are taking too long to make a ruling, children are facing repeated attacks, some parents/guardians are settling for out of court settlement. Children are under threat everywhere. We can no longer be silent," said Salim.

The motion also had numerous recommendations on dealing with cases of sexual violence against children, which include remmanding suspects till victims and witnesses in such cases testify in court.

The motion also seeks to push the courts to speed up such cases so as to avoid instances where victims and witnesses pull out.

The motion was refereed to the three committees to revise and table it back to the house in two weeks before it can be approved and passed to the executive to sign it into law.

But as the process is underway, Salim had a peace of advice to parents: "Basic household tips include, know your house help well. Know your neighbour, know the friends of your child, make an informed choice of the mode of transport for your child to school. If it is boda boda, know the person well before you entrust him with your child. Monitor the activities of your child in the Internet and offer guidance on good usage. Don't allow your houseboy to bathe your baby girl," she said.
