It has emerged that the office of President Uhuru Kenyatta and his Deputy William Ruto have spent over Sh2.7 billion within the last three years.
According to Auditor-General Edward Ouko, the two used a secret account which was eventually 'flagged' for irregular documentation.
The two leaders used spent Sh685.7 million in their first year in office that ended June 2014, Sh937.5 million (2015) and Sh1.1 billion (2016) from the confidential account.
The accounts which were held in secret over fear of public scrutiny have recently been shared with the auditors.
Ouko claims the account lacked proper documentation to support expenditure and was under weak control thus making it hard for auditors to determine whether the spending was indeed lawful.
According to reports, some of the goods which were bought through the account were never delivered while other expenditures has not been approved nor documented.
“Further, verification of the Integrated Financial Management System (IFMIS) shows that these payments were not posted in the IFMIS ledger, an indication that they could have been unexplained cash withdrawals,” Mr Ouko said
Ouko added that there was no formal explanation given regarding the spending and therefore he is unable to confirm the confidential expenditure.
