A report by the Garissa public service board presented to area governor Ali Korane two weeks ago has unearthed shocking irregularities in employment procedures, staff operating multiple salary accounts among others.
Addressing the press in his office today Korane claimed a staff member based in Mombasa operates at least 100 different salary accounts where at the end of every month withdraws the pay from ATM machines.
Korane who has severally accused former governor Nathif Jama for overseeing an administration riddled with corruption said ‘the staff withdraws pay for 100 people whom we don’t know’.
“We are going to clean up this mess. In the process some people will suffer. There is no way we will recognize such people,” Korane said.
“There is no way as a county government will recognize people who are not recognized by the public service board. Under which law do I recognize them,” he added.
Korane said his administration will carry out a thorough audit of the public service board report and ‘whatever results it will produce, we be legitimized’.
He said over 98 percent of staff in the county ‘did not work from an office’.
“Out of 6,350 allegedly employed by this county, only 73 had offices. Over 6,200 people don’t actually do not report to any office. They have office, furniture, desks to work from or job descriptions and they are paid. They only exist in the payroll,” Korane said.
The governor regretted that the public service board in a confidential letter to Nathif pointed out these irregularities but the governor did nothing to address them.
The governor said EACC have already written to his office asking for more information which noted they are willing to provide to ensure that only legitimately employed workers are enumerated.
Korane said that so far the report has revealed that at least 900 of the employees are ghost workers.
