Ulinzi Stars forward Daniel Waweru slotted in from the spot to hand Ulinzi the three points in their Tuesday league match against Chemilil Sugar.
The goal came in the 17th minute when the military side was awarded a controversial penalty kick after Chemelil defender Clifford Omondi was faulted for handling inside the box.
The win took their points tally to 32 after 20 matches.
The team however remains in the fourth position behind leaders Gor Mahia, Sofapaka and Rangers.
In their first leg encounter, the millers hammered Ulinzi 2-1 when they met in May.
