Nairobi Governor Mike Mbuvi Sonko has suffered a setback after MCAs refused to debate nomination of Miguna Miguna as his deputy.

Nairobi Speaker Betarice Elachi said the assembly cannot debate the nomination as the candidate does not meet the requisite legal requirements.

Elachi said Miguna holds dual citizenship and is therefore legally not fit for the job of Deputy Governor.

 “Article 78 of the constitution provides that a person is not eligible for election or appointment to a state office unless the person is a citizen of Kenya.Further ,the said Article provides that a State Officer or a member of the defense forces shall not hold dual citizenship,” Elachi said.

Miguna Miguna has also not uttered necessary documents such as certificate of Good Conduct, clearance certificate from the Higher Education Loans Board, compliance certificate from the Kenya Revenue Authority, certificate from the Credit Reference Bureau and clearance from Ethics and Anti-Corruption Commission.

Sonko forwarded Miguna’s name amid controversy as his choice for deputy is still entangled in a citizenship crisis with the state.
