Nyandarua County Assembly Speaker Wahome Ndegwa has advised President Uhuru Kenyatta to declare a state of emergency.
Speaking on Wednesday, Ndegwa noted that the Constitution grants the Head of State the powers to do so under Article 58 and 132.
Under the Article, the Constitution stipulates that the President may declare a state of emergency when the country is threatened by war, invasion, general insurrection, disorder, natural disaster or other public emergency.
He observed that the declaration should be in regions likely to experience chaos and violence during the upcoming presidential repeat polls.
"The threat that there shall be no election amounts to disorder," he said.
"Let the soldiers keep security for voting to take place. We will then swear-in Uhuru for the country to move on," he added.
NASA Leader Raila Odinga has since withdrawn from the presidential race, further complicating the political situation in the country.
He has called for nationwide demonstrations on October 26 during the polls.
