National Assembly Speaker Justin Muturi has defended the contentious national government constituency development fund despite a court ruling terming it unconstitutional.

Speaking at Simoti Secondary School in Konoin constituency, Bomet County after commissioning a library funded by CDF, Muturi said the fund is very important and has greatly assisted the citizenry.

He said even if the funds are illegal according to the Constitution, it also allows the national and county governments to consult and solve the disputes arising as the two arms of government are inter-dependent.

Muturi further accused some individuals who are using courts to frustrate members of Parliament on the matter, saying the national and county governments can resolve the issue even without going to court.

On her part, deputy speaker Joyce Laboso accused the county government of focusing too much on politics rather than development.

Members of the National Assembly had threatened not to pass the budget until the stalemate on the CDF was resolved forcing President Uhuru Kenyatta to order Jubilee members to pass it albeit half heartedly.
