In a press statement, State House spokesperson Manoah Esipisu said that Munya's visit to Somaliland was the cause of all trouble.

According to Esipisu, Munya's visit to Somaliland was viewed as a support for their cessation in exchange for importing miraa from Kenya.

Esipisu said that Munya entered into an agreement with the Somaliland authorities that seemed to represent the stand of the Kenyan authorities, a move that angered Mogadishu.

The statehouse spokesperson further reminded governors that counties are still under the national government.

He said before entering into agreements with foreign countries, counties should seek consent from the national government first.

The temporary ban was lifted when President Uhuru Kenyatta visited Somalia and held talks with his counterpart Mohamoud Sheikh.

Consequently, Munya who is also the Council of Governors chair claimed that his life was in danger following the ban.
