The County government of Mombasa has raised an alarm following increased cases of unregistered lands.
Lands CeC Edward Nyale addressed the press on Friday and issued the following press statement:
"AMNESTY ON LAND RATES
As you may be aware, his Excellency Governor Hassan Joho granted an amnesty to all property owners that are yet to register their properties with the county government for rating purposes.
Following the overwhelming response and several requests for more information from the public we felt that it is necessary to call this press briefing to highlight about this amnesty.
From our analysis, Mombasa county has about 30,000-35,000 unregistered parcels of land within it that are not registered with us and are not paying their rates.
Please note that this only applies to unregistered properties. Currently registered properties are not affected.
Dear residents, I wish to state that apart from denying the county government the revenue required to provide much needed services to our people, it is also against the county laws to fail to register any property.
Non registration also leads to accumulation of arrears and heavy penalties and interest.Additionally, it will not be possible for any property owner to maximize on his property like approvals on development plans on such land that is not in our records.
In light of this, His Excellency the Governor granted the amnesty on all accrued land rates and penalties and interest to run for one month; 1st March to to 31st March, 2018.
We encourage all property owners to take advantage of this goodwill gesture from the Governor.For one to register all that is required is
1. Copy of the title deed
2. Search certificate
3. MRT – Memorandum of registration of transfers (MRT)
4. The assessment fee of 5,000
Further we have made it easier for anyone taking advantage the amnesty by providing multiple payment options including an Mpesa Paybill Number 431509 and an e-mail account where owners outside Mombasa can send in scan copies of their payment slips and property details if they chose to pay directly at the County’s NBK account; 01050089324300Additionally we have several helpdesk numbers if anyone would wish to get more information regarding this matter.
