The learners accused some cartels in the county offices of manipulation and favoritism, leading inequalities in the awarding of the bursaries.

Ibrahim Idle, a student at Umma university, expressed his dissatisfaction over the disbursement, claiming some learners were awarded huge chunks of the beneficiaries, while others were excluded based on the tribal and political affiliation.

"We applied the bursary equally as students and submitted correctly filled forms at finance office. Now I wonder how some students got as much 50,000 while others got nothing. This is unacceptable as all students have the right to be awarded the bursary regardless of their tribe, religion, and race," said Ibrahim.

Majority of the beneficiaries were from Garissa University where approximately 120 students benefited.
