Low funding of the National Land Commission (NLC) has hindered its effective delivery of services, chairman Muhammad Swazuri has said.
Speaking in Nakuru on Tuesday during a consultative meeting with land officers from various counties, Swazuri said that in the FY 2014/15 the commission had requested for Sh8 billion from the national treasury, but only two billion was allocated for them.
In the financial year 2015 /16 the commission got an allocation of Sh1.8 billion out of the Sh7.2 billion it had requested.
He said, “In both financial years, Sh4 billion was meant for settlement schemes but the same cant be done due to lack of funds.”
Swazuri said the commission needs to settle people in various counties like Nakuru, Narok, Kajiado and Uasin Gishu through settlement schemes.
He expressed confidence that with the renewed co-operation with the ministry of lands, funding will now flow in well.
While appreciating the fact that funding can also be forthcoming from other partners, Swazuri said that such partners were reluctant to fund NLC due to the infighting with the ministry of lands.
On the recent supreme court ruling regarding the issuing of Title Deeds, Swazuri said the commission was contented as the ruling had set out clear specifications of the commission’s mandate and that of the ministry of lands.
