Governor Mutua whose development slogan is Maendeleo Chap Chap has been vocal and persistent in advocating for development not only in Machakos but across the country.

It is based on his slogan that the governor has declared an interest in the presidency seat in 2022.

However, in his pursuit for development, the Machakos governor has sometimes been emotional owing to his desire to bring change.

In 2015,  during his first term in office, the Maendeleo Chap Chap leader shocked supporters when he broke to tears during a meeting at the Machakos People’s Park.

Governor Mutua got overwhelmed with emotions as he explained how some Kamba leaders were fighting his push to eradicate poverty in the region.

The Machakos governor was briefly forced to cut his speech as a result of high emotions.

Kitui South MP Rachel Kaki Nyamai and former Kilome MP Regina Ndambuki hurriedly consoled him by giving him handkerchiefs to wipe his tears as the shocked crowd watched.

Mutua was criticized for shading tears in public but defended himself, saying that he will not allow detractors to torment and curtail his development agenda.

The governor said he wept since there is an increased rate of poverty in Ukambani.

Mutua attributed the high level of poverty to reluctance among some of the leaders from the region who served in previous governments for years but failed to develop it.
