The chance of finding someone smoking weed in public is equal to the chance of a snowball in hell; those who partake of it do so in secluded areas where they are protected from the prying eyes of the police.

But in 2007 during the well-attended Burning Spear concert at the Kasarani Moi International Sports Centre, the attendees threw caution to the wind and lit their rolls of weed in the full glare of cameras without the fear of arrest, after all this was a reggae concert.
