[Photo: Citizen Digital]Kenya's runaway unemployment among youths is as a result of the economy riding on a poor productive sector that is unable to produce enough to create jobs.Political Analyst Prof Edward Kisiangani has said that the solution to the problem lies in reforming the economy and formulating the right economic philosophy which encourages more spending on development than on recurrent expenditure.Kisiangani who was speaking on Citizen TV Opinion Court program on Thursday, however, noted that neither Jubilee nor Nasa has a clear strategy on reforming the economy going by their manifestos."Both Nasa and Jubilee footprint on the economy is zero. I expected that Nasa and Jubilee would come up with the right economic philosophy because we waste a lot of resources on recurrent expenditure paying salaries and useless allowances while giving so little to development," said Kisangani.He said that expanding the productive sector while cutting down the recurrent expenditure will see an economic boom and job creation as a result."We need to start with a philosophy. We decide that from now going forward our national budget will go to the productive sector with a certain percentage. A government that will come and say that our recurrent expenditure will not take more 50% of our budget will be our solution to the unemployment crisis," he added.
