County governments will have to contend with tough times ahead for the next few months following the move by senators to boycott the special Senate sitting on Friday last week.
The boycotted session was supposed to offer a platform for the passing of a motion to enable the disbursement of the Sh300 billion from the national treasury to the devolved units.
The Friday quorum hitch compelled the senate speaker to adjourn the sitting that was expected to enable the counties receive their first tranche of funds to promote devolution.
With the failed adoption of the schedule, it is now evident that not even a single county government can get access the funds from the National treasury.
Apart from the famous adoption of the crucial financial disbursement schedules for the 2016/2017 financial year, the Senators who had just been recalled from their August recess were also expected to pass 14 other bills.
With the unproductive session, Senate Deputy Speaker Gitura Kembi directed that the house continues with their recess until September 13, 2016, when the house will next resume its sessions.
Garissa will bear more budget since the county MCAs are yet to pass the 2016/2017 budget estimates, meaning their is no smooth service delivery in the county.
It is only last week that several MCAs within the county revealed that the budget impasse was motivated by political misunderstandings.
