Leaders in Busia were on Wednesday riled by the arrest of six fishermen by Ugandan authorities as they harvested fish in Lake Victoria.
The six were members of Sisenye Beach Management Unit.
They were arrested on Monday night and taken to Namaingo where they were arraigned in court on Tuesday.
Four of them have been released after paying fines while two are still remanded after they failed to raise money.
Bunyala West MCA Chris Nakitare said no amount of threats from Ugandan authorities will deter Kenyan fishermen from fishing in Lake Victoria.
"Let talks be initiated with Ugandan authorities to avoid such harassment meted on our fishermen," he said at Bukoma beach in Busia as he addressed the media.
"We shall not sit and watch our people suffer at the hands of Ugandans."
Busia County Director of Fisheries Timothy Odende said the Department will initiate cross-border negotiations with stakeholders in relevant departments in Busia Kenya and Uganda to arrive at an amicable solution to the problem.
"East African Community ministers empower the department of fisheries in border counties to initiate cross-border talks in case of conflicts," he said.
County Beach Management Network chairman Sylvester Ooko said Namaingo authorities in Uganda will from November 1, 2016 not allow "fish from Ugandan waters" to cross to Kenya.
"This is aimed at stalling operations of BMUs in Busia Kenya. Something needs to be done to avoid this impasse," he said.
