NASA leader Raila Odinga says he has identified two judges that will swear him in "as the fifth President of Kenya".However, the two judges who are said to be 'willing' to administer the oath on Raila are yet to be identified publicly.According to the Star, Raila has also decided on a tentative venue and a presidential standard that he will fly once he is sworn in.The committee preparing Raila's swearing in, the paper says, has put in place precautionary security arrangements in case the state tries to arrest members of the planning committee before or on Tuesday.This includes a team of well-known lawyers who are on standby to represent anyone who is arrested and arraigned in court.However, the State is not taking Raila's threats lying down. Security agencies are said to be mounted on Raila and his close allies on 24 hours.Raila's planned inauguration was discussed on Wednesday by the National Security Advisory Committee, the top security agency, according to the publication that just hired the veteran journalist and deposed Amani National Congress secretary general David Makali, as its contents editor.It was during that meeting that a decision was taken to have Attorney General Githu Muigai address a press conference on Thursday concerningthe illegality of the imminent swearing-in of Odinga.President Uhuru Kenyatta was informed of the NSAC resolutions, the paper states.The government has told police and other security agencies to keenly monitor the movements of all leaders from counties that have passed the People's Assembly motions.They include governors Anyang Nyong'o of Kisumu, Okoth Obado of Migori, Hassan Joho of Mombasa, Kilifi's Amason Kingi, Kitui's Charity Ngilu and Makueni's Kivutha Kibwana.
