Uhuru said chiefs were at a position of identifying locals adding that compelling them to produce Birth Certificates was unnecessary .

In a move that would evoke security debate, Uhuru said his government was determined for a total overhaul in the registration department.

"Chiefs and their assistants know these Kenyans than anybody. There is no need of asking them to produce Birth Certificates for registration," Uhuru said in Marsabit.

He added: "You shall start writing them letters because you understand them more than anybody. We should not drag issuance of these vital documents."

The new directive would see Kenya shift from traditional presentation of IDs from parents, school leaving certificates and Birth Certificates for registration.
