President Uhuru Kenyatta's decision to reconcile with ODM leader Raila Odinga, despite support from across the political divide, has suffered a major blow.

Three lobby groups, International Center for Policy and Conflict, Right2Know Initiative and Uhaki Dialogue Group now say the handshake failed to acknowledge that provisions of the constitution that develop democracy, remain unimplemented.

Further, they say, the stagnated implementation has compromised professionalism, independence and power of crucial public institutions.

"We note that institutions established by the constitution central to the exercise of democracy continue to be weakened, lack of transparency and suffer from low credibility.

"Therefore, addressing Kenyans' demands is in effect largely inefficient and hence deep seated social problems persist despite rhetoric on economic growth," said Ndung'u Wainaina.

Already, the committee set to discuss issues raised in the secret MoU has formally taken office but they are yet to commence talks.

Understandably, Raila is pushing for reforms of government structure and is said to have agreed with Uhuru to push for parliamentary system of government.
