The Nasa Team led by presidential candidate Raila Odinga a rally in Makutano/Kapenguria, West Pokot County.
They said forming the next government was no longer a political question but a moral one.
"Many of you may not know that there are places in West Pokot where children are out of school due to insecurity and a shoot-to-kill order imposed the Pokot Community," he said.
"The security operation has seen thousands of cattle killed further impoverishing this community, as cattle their economic lifeline. Add to high cost of living of Unga."
According to him, this was "the Jubilee legacy of replacing community policing with vengeful, deadly force and the continued personal vendetta by a key Jubilee politician against certain West Pokot leaders".
While donating over 200 bags of maize to be used in schools, the ODM party leader said his government would raise the minimum devolution funds to counties from the current 15 per cent to 45 per cent once he takes over government this August.
"The children and the people of West Pokot depend on you to make the right decision on August 8," said Raila, Friday.
