Esise ward representative Joseph Nyarang'o accused Nyagarama of neglecting his ward by not considering any project for the electorates in the ward.
But, other members attacked him for criticizing the governor's speech saying his claims had no foundation.
Majority leader Duke Masira said an individual should not derail the county assembly.
"The House has to go on with its legislative and oversight roles as by the law. An individual won't derail the house from moving should be brought to the house to address the matter," said Masira.
Masira urged the MCAs to work closely to develop the county and warned that unnecessary criticism will not help.
