Former Devolution Cabinet secretary Anne Waiguru was running the affairs of National Youth Service (NYS) entirely.
Nelson Githinji, the former director General at NYS has absolved himself of all blame in the spending of Sh3.5 billion released in a supplementary budget for the programme.
Appearing before the National Assembly’s Public Accounts Committee on Monday, Githinji said Sh695 million of the funds wired to IFMIS on May 20 was mysteriously withdrawn the same day.
He said: “I realised there were huge amounts that had been drawn in a single day. Having known of consumption trend at NYS, I immediately queried the head of ICT and procurement over the matter.”
Githinji stated that Waiguru constantly interfered with the running of NYS programme and gave him “little room to question” anything.
He added that he only learned of some developments later when the scandal was blown out.
