Wamatangi said it is illegal for school heads to withhold any certificate of former students as the law safeguarding the same is in place.

"The senate passed a law requiring school heads to release certificates unconditionally to former students," he said.

"Section 10 of the National Examinations Act prohibits anyone from withholding both KCPE and KCSE certificates, " he added.

Wamatangi said denying students certificates will lock them out from participating in the upcoming nationwide police recruitment exercise which will kick off on Monday, April 4 across the 290 constituencies.

"Withholding certificates will deny our young people an opportunity to join National Police Service and serve their country," said Wamatangi.

The recruitment exercise targets to recruit 10,000 police constables to bring the country's police to public ratio close to internationally acceptable standards, according to National Police Service Commission chairman Johnstone Kavuludi.
