The Independent Electoral and Boundaries Commission (IEBC) only managed 34 per cent of its national target in the 30-day mass voter registration drive.
IEBC Chairman Issack Hassan Tuesday said the commission only registered 1,428,056 new voters.
The exercise targeted 4 million new voters.
“Mass Voter Registration (MVR) Phase I, which started on February 15, 2016 and ended on March 15, 2016, received a total of 1,428,056 applications for registration as voters from eligible voters,” he said.
Nairobi County had the highest number of applications for registration of eligible voters, followed by Kiambu, Kisumu and Kakamega.
Only seven counties managed to get 50 per cent and above of their set targets. They are: Kajiado, Marsabit, Tana-River, Narok, Migori, Kiambu and Siaya.
Elegeyo-Marakwet, Taita Taveta, Embu, Kilifi, and Vihiga obtained less than 25 per cent of their set targets.
Hassan said the exercise was conducted at county assembly ward level using 5,776 Biometric Voter Registration (BVR) kits, operated by an equal number of Voter Registration Assistants.
The electoral body noted that 493,169 voters applied for transfers from one station to another; one county assembly ward to another, one constituency to another; or from one county to another.
The IEBC chairman also said there are plans to commence registration of voters in and Kericho County and Malindi Constituency.
He said voter registration was not conducted in the two areas owing to by-elections that were conducted on March 7.
He said the low turn up in some counties required thorough examination.
He added that the MVR was not a new registration, but a campaign to scale up the Continuous Voter Registration (CVR) which has been going on at IEBC’s constituency offices since 2014.
He said the commission's field offices remain open for those who have not registered.
