Ruto said IEBC scheduled the meeting that coincided with that of their parliamentary group meeting.
Earlier, NASA leaders expressed disappointment after they arrived at IEBC only to find Jubilee leaders not turning up.
Ruto said Jubilee was to attend the meeting but did not know how long it will take.
"The meeting was confirmed last night and we had a parliament group meeting. That is why we were slightly delayed. Even as we do all this, we have a government to run," he said.
Ruto said they were not trying to avoid meeting stakeholders.
"We were not trying to run away from the meeting. As you can see I am here. Leave the management of the election to IEBC. As competitors we should be concentrating on voters", noted Ruto.
Ruto said Jubilee asked the electoral agency to reschedule the meeting to a later, more accommodating date.
"We have made it clear to IEBC that we respect their independence. We are ready to engage with them on all matters but along the line we respect their independence", he said.
