Speaking at the police vetting in Nakuru, Samson Kipkulei told the vetting panel chaired by Leonard Musengi of National Police Service Committee how he and other officers contributed the amount to satisfy the OCPD.

"After the pass out in 2012, I was posted at Webuye. Upon arrival, the base commander, Abubakar Mwanawasa told me it was the tradition of the station for all traffic officers to contribute Sh3 000 for the OCPD, Allan Willy," Kipkulei said.

This was in response to questions from the panel why there were several M-Pesa transfers to the OCPD.

He went further to say that the base commander would give them the money to give to the OCPD.

"The money often originated from the base commander. When he was not in, all officers contributes the money for me to submit to the OCPD," Kipkulei added.

However, he failed to explain the source of the money they contributed.
