He said contrary to NASA’s decision to present four names for Parliamentary vetting, both the National Assembly and the Senate had directed that the coalition submits seven names from which four would have been picked to join Jubilee nominees to represent the country at Eala.
NASA argues that there is no law that compels the coalition to submit seven names.
The coalition’s legal advisor and Siaya Senator James Orengo said NASA, by law, is at liberty to present names of four nominees for Parliamentary vetting and approval.
The four include Wiper leader Kalonzo Musyoka’s son, Kennedy Kalonzo, ODM Elections Board Chairperson Judith Pareno, Zein Abubakar and Ronald Kipng’etich from Bomet.
“The concurrent resolutions of the two Houses of Parliament were that the NASA coalition submits seven names,” Duale said on Saturday in a statement he posted on his Facebook page.
“NASA has not submitted the seven names. [They] only resubmitted the original four to protect their preferred nominees against rule 6 of Eala rules of procedure. The joint Committee cannot proceed with four names but just to report to the Houses that the Coalition is in defiance. This will mean unfortunate death of the process for now as the Committee can neither vet the nominees, nor can the House proceed to vote.”
“The coalition’s leadership practices nepotism in the selection of the nominees; but they cannot turn the legislature into an endorsement chamber.”
Jubilee insists that the process of vetting the nominees will only proceed when NASA submits seven names to Parliament.
