National Assembly speaker Justin Muturi will govern the August house for the second term. He was criticized at how he managed the 11th parliament and there are arrears he needs to change.

"I am deeply honored by the confidence you have bestowed upon me by electing me to serve as your Speaker in the 12th th Parliament. I am boundlessly humbled by the trust and faith you have bestowed upon me. As I uphold my unreserved commitment and enthusiasm to serve you as Speaker, I solemnly affirm that I will perform my functions in this August House with diligence, dignity and honour," Muturi said in his acceptance speech.

Muturi should ape Kenneth Marende if he wants to achieve the impartiality that he pledged to uphold. He has to avoid being a Jubilee operative and moderate proceedings with top notch soberness.

“I undertake to discharge my duties with a high degree of efficiency and impartiality and will to the best of my ability respect, uphold and defend the peoples’ constitutional sovereignty assigned to this House. I submit myself to the will of this House and assure you that I will, as usual, strive to be accessible to every member and ensure that we work together for the well-being of our great nation.”
