In 2016, Kisii county hit the media headlines after it was revealed that the Members of County Assembly (MCAs) purchased a thermos flask at Sh8,697 and a serving tray for Sh6,490 each.
This was after the Ethics and Anti-Corruption Commission (EACC) grilled the MCAs in order to curb the loopholes in the county.
Michael Mubea, the EACC Deputy Chief Executive Officer by then, also revealed that the MCAs had awarded several tenders to themselves other than using an open tender method.
In this corrupt deal, the county assembly procured tablets for MCAs using an internal quotation instead of open tendering.
The tablets were bought at Sh7.6 million, which was supposed to cost Sh4 million if an open tender was awarded to a potential bidder.
Moreover, the county members’ sitting allowances were paid in advance void of the fact that the meeting would be held of not.
As noted, the 2016 EACC report stated that payments were included in the payroll before the end of the month.
All the sitting allowances schedule for a whole month, September 2015, was prepared, approved and forwarded to the payroll manager for inclusion in the payroll on September 16, 2015.
These corrupt loopholes saw the tax payers' money looted by their leaders.
