IEBC chairman Wafula Chebukati was forced to sideline CEO Ezra Chiloba in the new face of the commission ahead of the repeat poll.
According to the Standard, NASA had complained about the integrity of a section of the agency officials and had threatened to boycott the polls if no changes were made.
Among those whose integrity was in question by NASA was Chiloba.
This forced Chebukati to organise a meeting with Choliba's executive wing but the parties could not come to an agreement.
The stalemate led to Chebukati picking a team that broke up and shared Chiloba's roles in the nullified election.
"In doing so, he shoved aside the Independent Electoral and Boundaries Commission (IEBC) CEO Ezra Chiloba and broke up and shared out the key functions of his office - chief manager, operations, logistics, ICT, and tallying," the paper reports.
The repeat election will now be managed by five poll section managers who were elevated by chairman Wafula Chebukati and who will report directly to him.
The new face includes Project Coordinator Marjan Hussein Marjan (current deputy CEO), Dr Sidney Namulungu, Nancy Kariuki and Bernard Misati Moseti.
