Dignitaries from across the world are expected to attend Tuesday's ceremony in which President Uhuru Kenyatta will take the oath of office for his second and final term.
However, the government has been reluctant to release a comprehensive list of names of the dignitaries.
Speaking to the press at the Kasarani Safaricom Stadium, Joseph Kinyua made the case for the reluctance.
He cited the security of the dignitaries as the reason why the government is not making the list public.
''We are expecting dignitaries from all parts of the world and I don't think we'll go beyond that because we also have to be sensitive. We are dealing with people whose security needs to be guaranteed.'' A coy Kinyua said.
The day on which the president-elect will be sworn in has been declared a public holiday by the government.
Political tensions have continued to grip the country ahead of the swearing-in ceremony.
