Owino who spoke in a television interview on KTN News said when the protestors smeared him with a blood-like liquid he intentionally restricted his juniors from reacting because he knew their plan was just to provoke him.

“What they decided to do was to provoke us. I had other junior officers with me and they decided to pour the liquid on me and what I did was to ask my people to restrain themselves,” Owino stated during an interview on KTN News.

“We realised these are people who have prepared themselves, they want to provoke us, they want us to take action against them and then start condemning the police,” he added.

Owino further stated that even after he accepted to cooperate with the protestors they still went ahead and sprayed him with blood-like liquid.

“Today you saw the embarrassment that I was put in when I left my office in a very civil way to receive memorandum. I even decided to walk with them to the Inspector General's office to receive memorandum,” Owino said.

The demonstrators were picketing following the killing of human rights lawyer Willie Mwangi, his client and a taxi driver.
