Bungoma Senator Moses Wetang'ula now wants issuance of national identity cards (IDs) decentralized.
Speaking in Butere Constituency on Saturday, Wetang'ula accused the National Government of frustrating Kenyans who come from opposition strongholds when they seek IDs.
"We have many citizens from Nyanza and Western who do not participate in elections because they lack ID cards," he said.
The Senator said if the issuance of the vital documents is taken to counties, many Kenyans will obtain them and participate in the elections.
"Most elderly people in NASA areas still hold the old generation identity cards making it difficult for them to vote," he noted.
The lawmaker also faulted local chiefs for allegedly harassing Kenyans who apply for the ID cards.
"Some of these men have married from the neighboring countries. But chiefs frustrate women when they seek these voting documents," Wetang'ula added.
