[Photo: The Guardian]When on Friday the Supreme Court nullified the reelection of President Uhuru Kenyatta Nasa leadership and supporters went into a wild frenzy celebrating the outcome that now gives Nasa flag bearer Raila Odinga a new political lifeline.NASA and Raila praised the court's 'wise ruling' even saying that the Kenyan Judiciary had proved that it is independent. The court which the other day was 'korti bandia' (fake court) according to Odinga, all over sudden became the most independent institution in the world. Indeed the court 'redeemed itself' as Raila had demanded before he filed his petition."Regardless of the court's ruling there is nothing like accept and move on this time round if the court rules against us. The Supreme Court must redeem itself and remember that we have other options," Raila had said before filing his petition.Now a fresh presidential election must be conducted before 60 days elapse from the day the ruling was delivered. Sixty days elapse on November 1 which means the poll must be conducted on or before this date.As it is, the winner will either be the incumbent President Kenyatta or Raila. No doubt about that. But let's assume Raila wins. How will his presidency be like in the next five years?Well, to be precise, it would be a frustrating one. As we all know, for any President of Kenya to be able to execute his/her agenda and be able to deliver on his promises, he/she must command a majority of legislators at least in the National Assembly.Raila currently has no majority in either house of the bicameral Parliament. This puts him in a very precarious situation. He will even find it hard to pass his cabinet appointees in the Jubilee dominated Parliament leave alone implement his promises.For him to be able to implement his manifesto, he will have to compromise a lot with Jubilee. This is because Jubilee can literally paralyse him to a point of crying like did the former US President Barack Obama when his attempts to regulate arms sale in the US was watered down severally by the then Republican dominated Congress. It still is.Actually, Jubilee can even decide to maliciously sabotage his presidency by flexing its muscles in both houses and then go ahead to impeach him on flimsy grounds.In other words, that is what it means to be a general who decides to go to war without troops.
