[Photo: The Star]National Resistance Movement Raila Odinga has said that a parliamentary system of government could be the only way to go in order to 'accommodate Kenya's tribal diversity'.Odinga, while speaking to London based Reuters New agency on Tuesday argued that the current Kenyan presidential system where the winner takes all can only achieve tribal divisions and animosity."A pure presidential system enhances ethnicity because each community believes they are not safe unless their man is at the top," Raila told Reuters.But even with a parliamentary system, where the party that gets the majority in Parliament automatically forms the government, with a Prime Minister elected by MPs as head of government, Raila won't still be Kenyan leader going by his meagre numbers in the bicameral Parliament.This, however, not even provided in the current 2010 constitution which Raila vehemently advocated for as Prime Minister during the grand-coalition government whose term ended in 2013.A change of the current presidential system to parliamentary or a hybrid one would require a referendum which could still be defeated. That is, if say, for instance, Uhuru and Ruto campaigned against this idea. Again, this is if going by the numbers the duo garnered in the last two presidential elections, is anything to go by.So, what options for Raila Odinga with even his own current proposals seeming unviable? Well, political goodwill on the side of 'UhuRuto' would work magic. Unfortunately, at least for now, this doesn't seem forthcoming. His only remaining options could, therefore, be to pursue his resistance movement aiming to dislodge Uhuru from power, or wait for 2022 to vie for the presidency the 7th time!
