Prisoners serving long term sentences who were set to receive presidential pardon this Mashujaa day will have to wait longer bars.

Though constitutionally provided, a president who is serving under a temporary incumbency has no powers to pardon prisoners.

The stalematethat is there between President Kenyatta and Raila Odinga bars the president from giving the pardon 

Apart from pardoning inmates, there is also a number of other things that a president cannot do including appointing and dismissing judges, ministers and members of the diplomatic Corp.

Since independence,  presidents have been pardoning long serving inmates.
