[Photo|Wilberforce Otichillo]The second day of Vihiga Governor Dr Wilberforce Ottichilo's ward visits took him to Luanda sub-county where he toured 17 projects in five wards in the area.The governor expressed disappointment over the stalling of most of the projects and promised that his administration will complete them.Ottichilo's government will not initiate new projects until those stalled are completed and are serving the electorate.The visit revealed that most of the stalled projects were water, bridges, youth polytechnics, dispensaries, roads and markets among others.The county has put millions of shillings in the supplementary budget for the revival of the stalled projects, he said."More money for the same purpose will be put in the next financial year's budget," said the governor and attributed the stalling of most projects to corruption among county officers and contractors and promised to deal with the matter.Projects that Ottichilo visited include Emuhaya Sub-county Hospital, Khusikulu market and Ebusiratsi AC Youth Polytechnic in Wemirabi ward."Started in 2015 and stalled, Ebusiratsi AC vocational training is key in my plan of imparting technical skills in your youth. I'll complete, equip and staff the facility to start serving the people of Luanda sub-county."In Luanda Township ward the governor visited the stalled 'Omena' market in Luanda town and Epang'a bridge."Luanda Modern Omena market that stalled. To enhance trade, the market will be completed and connected to the requisite utilities to ensure traders conduct their businesses in a clean and supportive environment. I'll also avail empowerment funds for these traders to boost the businesses of the people of Luanda."Others are, Emmaloba bridge and Ebusyubi health centre in Mwibona ward, Ochuore dispensary and Nang'ole water project in Luanda South ward and Emabungo ward where he visited Emuhaya- Maseno- Ematsuli road before toiling to reach the abandoned Emanaka dispensary after leading officers in climbing the hill to access the facility in what those who accompanied the governor termed as a torturous trip.Ottichilo was accompanied by his deputy Dr Patrick Saisi, five MCAs, and four members of his cabinet among other top officers.
