Elgeyo Marakwet governor Alex Tolgos now says his administration could not manage to attend the recently concluded fifth devolution conference in Kakamega due to financial constraints.Tolgos who spoke in Eldoret town on Monday admitted that the county was unable to pay the Sh2 million subscription fee as it has a lot of challenges to attend to.“Our roads are in bad shape. I opted to buy seeds and take to my people who were fighting instead of going to Kakamega. I would have loved to attend the conference but the money was not enough,” he said.The governor further told off individuals criticizing his move to skip the devolution conference insisting that there was no way he could have financed the county’s delegation to the annual event without the cash.He, however, called on the Commission of Revenue Allocation (CRA) to review the formula used to allocate funds to devolved units lamenting that Elgeyo Marawet gets ‘too little’ money from the national government.“I am now reduced to a governor who only pays salaries to the county workers as most of the funds go to the recurrent budget and development is left with almost nothing,” lamented the county boss who is serving his second term in office.
