Constituency development fund, CDF was created in 2003 by CDF act of 2003.
It was meant to fight poverty at grassroots levels by initiating development projects at the constituency level.
2.5% of government ordinary revenue was to go to CDF.
In January, 2013 CDF act 2003 was replaced by CDF act 2013 which the high court declared unconstitutional on February 20, 2015.
This forced the CDF board to restrategize and they came up with National Government Constituency Development Fund, NGCDF headed by NGCDF board at the national level and national government constituency development fund committees, NGCDFC at the constituencies level.
NGCDF has announced increased allocation to education bursary schemes to 35% which was at 25% initially.
They have also introduced social security programmes as eligible development projects and promised to concentrate on security, health, education and water.
They have also promised to do away with duplications of roles.
