Legal scholar Prof Makau Mutua has criticised a circular issued by Inspector General of Police Hillary Mutyambai on VIP treatment on roads and highways.

In a tweet, Prof Mutua said Majority Leaders Kipchumba Murkomen (Senate) and Adan Duale (National Assembly), do not need VIP protection when manoeuvring in Kenyan roads.

Also, Mutua dismissed the decision to accord some ministers and Principal Secretaries same treatment. 

"The traffic rules-free “VIP” list issued by @IG_NPS is a non-starter. For what believable reason do @kipmurkomen or @HonAdenDuale or a mere CS/PS need roads cleared for them? Totally absurd @ahmednasirlaw @DonaldBKipkorir," he tweeted.

IG Mutyambai said persons that were not listed in the order will have to seek official permission from the Traffic Officer in charge whenever there is an emergency.

"Any other vehicle will require authority by Traffic Officer in charge in a certain region on special cases," said Mutyambai, adding that only the Traffic Officer in charge will decide on whether or not to award the request.

"Any Government vehicle found violating traffic regulations especially those overlapping, the driver shall be arrested and charged in accordance with the law. The directive takes place with immediate effect," he added.

The President, Deputy President, Chief of Defense Forces, Service Commanders, retired Presidents, and Former Prime Minister are among those who will have roads cleared.
